Abstract

Spanish Abstract: En Centro América existen elites económicas que basan su poder, su capacidad de intercambio comercial y su salud financiera en el control territorial que han logrado establecer sobre amplias zonas de los estados nacionales. Estas elites obtuvieron ese control, en esencia, gracias a la expansión de su influencia a través de actividades ilícitas que les permitieron acumular suficiente capital económico inicial para comprar voluntades en el aparato estatal,incluso para sustituirlo o en el mejor de los casos mezclarse con él, y para, con el paso de los años, emprender negocios legales con lo que cubrieron y expandieron sus negocios ilegales. En este ensayo se explora con detenimiento el caso de El Salvador, y de dos de los grupos criminales que conforman esta nueva elite — Los Perrones y el Cartel de Texis.

English Abstract: In Central America, new elite groups are emerging whose power, commercial activities, and financial health are based on territorial control over large areas of the region's states. Illicit activities carried out by these elites have led to an accumulation of economic capital that has, in turn, allowed them to directly influence the state apparatus. This penetration of the state has, over time, allowed these new elites to launch legal business enterprises used to finance and expand their criminal operations. Using El Salvador as a case study, this working paper explores two of the criminal groups that make up this new category of elites — Los Perrones and the Texis Cartel.
