The Effect of Peacekeeping Operations on Violence Against Civilians in Africa: A Critical Re-Analysis

Abstract
Can UN peacekeepers succeed in protecting civilians in civil war zones? In the pages of the AJPS, Hultman, Kathman, and Shannon (2013) test the effectiveness of peacekeepers using original data on 36 African conflicts from 1991-2008. They find that peacekeeping troops and police dramatically reduce violence against civilians. In this research note, I re-analyze their data. Taking into account temporal variation within conflicts, I find no evidence that peacekeepers have affected violence against civilians in the conflicts where they have been deployed.
