Abstract
English Abstract: 'Learning from evaluation', as it is increasingly said in the world of evaluation. But it is increasingly recognized that although this sounds appealing, the practicality of this is often limited. This is because methods are not capable to convincingly ascribe effects to policies, or evaluations over-contextualize so that lessons are difficult to transfer to future policies. A realistic and systematic comparative evaluation approach is able to solve this gap so that learning from evaluation is given more chance.
