Chinese Observations on State Responsibility

Abstract
China has been pictured at least as a prospective great power and an increasing active player in international legal system. China’s rise in terms of its economic volume and international influence imposes uncertainty to the international legal system due to China’s changing (and vague) attitude toward international law in general and international responsibility regime in particular. There have been a few discussions in existing literature about China’s approach to international law. However, China’s perception of and approach to international responsibility in light of shift of China’s relative power in international sphere remains under-explored. This essay explores China’s recent practices in international responsibility regime and argues that the extent to which China could foster a refreshing and consistent approach to international responsibility remains unclear.
