Abstract
French Abstract: Le traité de paix franco-anglais d'Utrecht (11 avril 1713) imposa à la France la destruction du port et des fortifications de Dunkerque. Le problème est souvent présenté comme relevant de l'ordre des relations bilatérales. Cependant, la diplomatie conjointe franco-anglaise était déterminée à sauvegarder l'équilibre issu des traités d'Utrecht. L'extension du système de garanties internationales des ordres de succession nationaux fut au centre de cette activité. Les avantages géopolitiques de la collaboration permirent d'éviter une rupture sur un dossier contentieux bilatéral, comme la construction d'un canal à Mardick, ou le rétablissement progressif du port de Dunkerque. En cas de danger pour le gouvernement whig en Grande-Bretagne, la France opta pour une position intermédiaire, entre la défense des intérêts des habitants locaux et le respect des engagements entrepris à Utrecht en 1713.
English Abstract: The Franco-British Peace Treaty of Utrecht (11 April 1713) imposed France to destroy the harbour and fortifications of Dunkirk. This issue is often presented as a mere bilateral quarrel. However, the joint Franco-British diplomacy between 1716 and 1731 was determined by a quest for a general Balance of Power in Europe. Enlarging the international guarantee system of succession orders was at the core of this activity. The geopolitical advantages of collaboration allowed to avoid a rupture on contentious bilateral items, such as the construction of a canal at Mardyck, or the progressive restoration of Dunkirk's harbour. In case of danger for the Whig government in Britain, the French position opted for a position in between the defence of local in habitants' interests and the verbal respect for the engagements contracted at Utrecht in 1713.
