Abstract

French Abstract: Cette étude analyse l’impact de l’expansion des secteurs miniers et pétroliers sur le développement économique et le marché du travail grâce aux politiques d’allocation des ressources générées. Elle utilise un modèle en équilibre général calculable statique fondé sur le modèle PEP 1-1 auquel des modifications ont été introduites. Les résultats de l’étude montrent que les ressources minières et pétrolières ne conduisent pas systématiquement à un syndrome hollandais si l’Etat met en œuvre les politiques qu’il faut dans les secteurs appropriés. Ainsi, une subvention de l’agriculture a des effets bénéfiques sur la production agricole, permettant de résorber le problème de l’insécurité alimentaire, tandis qu’une subvention de l’électricité permet de renforcer le tissu industriel et de créer plus d’emplois.

English Abstract: This paper analyzes the impact of mining and oil sectors expansion on economic growth and labor market through allocation policies. We use a static CGE (Computable General Equilibrium) model based on PEP 1-1 with some modifications. The results show that the increase in mining and oil revenue does not systematically lead to Dutch disease if government implements appropriate policies. Thus, an agricultural subsidy has beneficial effects on agricultural production and can result on a decrease in food insecurity while electricity subsidy helps strengthen the industrial base and create more jobs through spillover effects.
