Abstract

This paper examines the relationship between organized crime and human trafficking. It begins by setting out the definition of human trafficking, and the linkages and differences between trafficking in human beings, smuggling of migrants and forced labour. It then examines the scope of activities that constitute human trafficking, discussing what is known about the involvement of organized criminal groups in human trafficking, and what is yet unknown, particularly with regard to human trafficking within and between Europe and Asia. The paper concludes by providing an overview of recent policy initiatives, remaining challenges for future research, and several policy recommendations.
