Abstract

Korean Abstract: 2014년은 한국이 처음으로 체결한 한ㆍ칠레 FTA가 발효된 지 10년이 되는 해이다. 본 연구에서는 그간 우리 통상정책의 근간이었던 양자 FTA의 성과를 정책목표 달성이라는 관점에서 분석하였다. FTA 성과분석에 관한 선행연구를 보완하고 차별적인 기여를 창출하기 위해, 본 연구에서는 다양한 측면에서 FTA의 성과를 분석하기 위한 방법론을 제시하고 적용해보았다.

평가대상을 크게 대외부문과 대내부문으로 나눠 대외부문에서는 FTA 네트워크, 양자 상품, 서비스 및 투자 분야를 정리하였고, 대내부문에서는 경제성장과 소비자후생, 산업 및 기업 규모별 분배구조, 국내제도적 변화를 검토하였다. 다만 자료나 분석방법론의 한계로 분석결과의 추정치 자체보다는 방향성에 초점을 맞춰 해석하고자 하였다. FTA 네트워크 구축의 성과를 분석하기 위해 사회망 분석기법을 통해 동아시아 국가들의 FTA 체결건수와 포괄범위를 고려하여 연결중심성과 매개중심성의 변화를 살펴보았다. 상대적으로 얼마나 많은 국가들과 FTA 네크워크를 구축했는지를 나타내는 연결중심성은 2004년 이전 0.01에서 2013년에는 0.38로 일본을 제외하고는 가장 높았으며, 일본이 ASEAN 개별 회원국과 EPA를 체결한 반면 우리는 미국, EU 등 거대선진경제권과 FTA를 체결했다는 점에서 더 의미 있는 네트워크를 구축한 것으로 평가된다. 구축된 FTA 네트워크를 통해 여타 국가들을 연결짓는 정도를 측정하는 매개중심성은 0.00에서 0.13으로 증가했으나 이는 일본(0.21)과 ASEAN(0.27)에 비해서는 낮은 수준이었다. 다만 TPP나 FTAAP 등 지역경제통합을 고려하여 측정한 경우에는 한ㆍ중ㆍ일 3국 중에서 가장 높은 매개중심성을 보여 향후 린치핀으로서의 역할 수행이 기대되었다. FTA 상대국별 교역 현황을 살펴보면, 칠레나 ASEAN에서는 발효 직후 특혜산업을 중심으로 우리의 시장점유율이 높아졌으나 이후 주요 경쟁국들이 칠레, ASEAN과의 FTA를 발효시키면서 선점효과를 점차 상실해갔다. 미국이나 EU의 경우, 발효 직후 시장점유율 추세가 반등되는 성과를 거두었으나 글로벌 금융위기의 여파로 주요 선진국의 경기회복이 늦어지면서 효과가 기대에 못 미치는 상황이다. 여러 복합적인 요인들을 통제하기 위하여 본 연구에서는 각국의 수입액을 종속변수로, FTA를 주요 설명변수로 하는 중력모형을 이용한 회귀분석을 실시하였다. 글로벌 위기 이후 발효된 FTA의 경우 경기에 민감한 품목집중도가 높거나 발효 이후 분석기간이 짧아 안정적인 추정치 확보가 어려웠으나, 전반적으로 FTA가 양국 교역에 긍정적인 영향을 미쳤음을 발견할 수 있었다. 통계적으로 유의한 기준 추정치를 살펴보면, FTA로 인한 수입은 칠레, EFTA, ASEAN, 인도, 페루 등으로부터 7.79~ 99.37% 증가했으며 FTA로 인한 수출은 칠레, EFTA, ASEAN, 인도, 미국과 체결한 FTA에서 2.33~100.17% 유의하게 증가한 것으로 분석되었다. 수출품목의 다양성 역시 개선되어, 전체 수출품목 대비 FTA 상대국 수출품목 수 증가율 추이를 비교한 결과 칠레는 6.1%포인트, 미국은 1.3%포인트 등 거의 모든 FTA에서 수출품목 수가 증가한 것으로 나타났다. 다만 교역품목집중도를 측정한 결과 수입집중도는 전체적으로 완화되어 다양성 개선과 경쟁구조 변화에 따른 소비자후생증가가 기대되나 수출집중도는 일부 국가에서 오히려 심화되어 다양한 수출품목 발굴이 필요한 것으로 나타났다. 산업별 분석에서는 FTA가 자동차산업의 수입을 제외하고는 수출입품목 수 증가에 모두 긍정적으로 작용한 반면, 수출입금액에 미친 영향은 수출에서는 화학ㆍ고무ㆍ플라스틱, 기타 제조업에서 뚜렷한 반면, 수입에서는 섬유ㆍ직물, 철강, 기타 제조업에서 특히 유의한 것으로 나타나는 등 산업별로 상이하여 산업별 맞춤형 대책이 필요함을 시사했다. FTA로 인한 서비스 교역효과는 주로 운송, 통신, 보험, 컴퓨터 및 교역 관련 사업 서비스에서 발생한 것으로 분석되었다. FTA로 인한 서비스 수출은 대미 교역에서 8.6%포인트, 대ASEAN 교역에서는 1.6%포인트 증가했고, 서비스 수입은 미국(13.71%포인트), EU(0.7%포인트), ASEAN(0.89%포인트)에서 증가한 것으로 분석되었다. 또한 FTA 발효 이후 미국, EU, ASEAN 등으로부터의 외국인투자는 증가한 반면, 우리나라의 해외직접투자가 증가했다는 증거를 발견할 수는 없었다. 다만 제조업과 서비스업으로 구분하여 해외투자효과를 살펴보면, 미국, EU, ASEAN으로의 제조업 투자는 다소간 늘어난 것을 확인할 수 있다. 투자의 동기와 유형에 따라 FTA가 투자에 미치는 긍정적인 영향과 부정적인 영향은 이론에 따라 혼재되어 있으나, 실질적으로 ASEAN과 동유럽에 진출한 기업을 대상으로 설문조사한 결과에 따르면 큰 비용이 투입되는 해외투자는 장기적인 관점에서 FTA 외에도 상대국 시장규모나 생산요소비용 등 다양한 요소를 고려해 결정된다는 점에서 FTA라는 단일요소의 영향은 제한적인 것으로 나타났다. 그동안의 연구는 주로 FTA의 양자 교역에 미치는 영향에 초점을 맞춰왔는데, 양자 교역의 변화는 대세계 교역과 경제 전반에 다양한 방식과 경로를 통해 영향을 미칠 수 있다는 점에서 본 연구에서는 FTA의 거시경제에 대한 전반적인 영향을 성장과 후생의 측면에서 분석하였다. FTA별 성장효과의 분석결과 EU가 0.9%로 가장 높고 그 다음으로 ASEAN과 칠레가 각각 0.43%와 0.11%의 추가적인 성장을 가져왔다. EU의 효과는 EU로부터의 외국인직접투자로 인한 효과이며, ASEAN과 칠레는 교역증가로 인한 효과이다. FTA로 인한 전체 성장효과를 총 경제성장률과 비교한 결과, 2013년 우리나라 총경제성장률이 3%였는데 이 중 FTA로 인한 성장효과가 1.19%를 차지하는 것으로 나타났다. 즉 FTA가 우리 성장의 버팀목 역할을 수행하는 것으로 이해할 수 있다. 수출 못지않게 수입 역시 우리 경제에는 긍정적인 파급효과를 가져온다는 점을 살펴보기 위해 FTA로 인한 수입증가의 성장효과를 살펴보았다. 2014년 기준 FTA로 인한 전체 효과가 1.526%였는데, 수입으로 인한 효과는 0.217%로 전체 효과의 약 1/6 정도로 분석되었다. 기업별 성과를 분석한 결과, 국내 수출기업 수는 2007년부터 2012년까지 지속적으로 증가했는데 대기업과 중소기업 모두 FTA 상대국으로 진출이 활발하게 이뤄져 수출기업 증가속도보다 FTA 상대국으로의 수출기업 증가속도가 빨랐다. 수출품목 역시 확대되었는데 칠레, EFTA, ASEAN 등에서는 중소기업의 수출품목 수 확대가 상대적으로 높았지만 전체적으로는 대기업 품목 수 증가율이 35.2%로 중소기업 품목 수 증가율 3.9%보다 높았다. FTA가 본격화된 2004년을 기점으로 국내기업의 분배구조는 개선된 반면 수출기업은 악화되었다. 국내기업의 분배구조 개선은 평균 이익률 하락에 의한 것으로 보이며, 수출 중소기업의 영업이익률 개선 및 경쟁심화로 인한 한계기업 도태가 수출기업 분배구조 악화의 원인으로 보인다. 즉 FTA가 진전되던 시기에는 모든 기업이 불가피하게 개방의 여파를 받게 되는데 수출을 통해 활로를 찾은 기업은 이익률이 개선되는 반면, 내수기업은 평균 이익률이 하락하거나 도태되는 어려움을 겪은 것으로 보인다. 우리 정부는 선진경제권과 FTA를 추진하면서 제도 선진화를 중요한 정책목표로 제시하였다. 본 연구에서는 한ㆍ미 FTA 계기 국내법 개정 현황을 ‘규제 조화’(4건), ‘제도 간소화’(3건), ‘공기업 경영 투명성 제고’(3건), ‘고부가가치 서비스 시장 접근성 제고’(5건), ‘지식재산권 보호수준 강화’(9건), ‘제도 투명성 제고’(1건) 등의 6개로 유형화하여 내용을 정리하고 제도 선진화와의 연계성을 평가하였다. 전반적으로 제도 선진화에 해당하는 내용이 포함되어 있다는 점에서 그 기반은 마련된 것으로 평가된다. 하지만 궁극적으로 이러한 제도 변화가 교역 및 투자 활성화를 통한 경쟁촉진, 나아가 우리 기업의 경쟁력 제고로 이어지기 위해서는 지속적으로 그 연결고리가 잘 작동되는지 점검해야 하고 자발적인 제도 선진화를 위한 노력도 병행되어야 할 것이다.

English Abstract: It has been 10 years passed since the first Korea-Chile FTA went into effect. A bilateral FTA has become more widespread, due to lack of progress in WTO DDA negotiations since the 2000s. Korea, being a country highly dependent on trade, has switched the direction of trade policy from multilateralism towards bilateralism in order to respond to changes in the commercial environment.

In this study, we analyzed Korea’s FTAs policy based on the outcome of recent bilateral FTAs from the perspective of achievement of policy objectives. This study focused more on areas where evaluation of the effectuated FTAs was possible, to enable differentiated and in-depth contribution from previous studies. This evaluation has been made in two categories: internal and external issues. The following issues were assessed in connection with internal issues; FTA network, the products, service and investment in bilateral trade; and the assessment of external issues included economic growth, consumer welfare, distribution structure over industry and business scale, and changes in domestic policy.

Korea has consistently pursued its FTA policy based on the FTA roadmap of 2003 that encompassed FTA promotion strategies, selection standards for FTA partners as well as its order of priority. It ultimately emphasizes three strategic principles for FTAs: first, multiple simultaneous approach; second, comprehensive and high-quality coverage; and public consensus-based procedures.

By evaluating the result of a decade of effectuated FTAs, Korea has successfully established a comprehensive and high-quality, multi-FTA network. Starting with the first Korea-Chile FTA in 2004, as of 2014 Korea has effectuated nine FTAs with 46 partners including the US, EU and ASEAN, and concluded three. In the meantime, the number of bilateral FTAs in the East Asian region has gradually increased to 71 FTAs in comparison with 58 FTAs a decade ago. According to Social Network Analysis, the degree to which Korea is connection-centered (the number of FTAs) and betweenness-centered (linkage between nations) was the second highest among East Asian countries after Japan. Nevertheless, Korea preferred to be economic partners with more comprehensive and advanced economies such as the EU.

As for the change in trade volume through bilateral FTAs with Chile and ASEAN, Korea has greater market shares, especially in favorable industries since the FTAs went into effect. However, a first mover advantage was lost due to bilateral FTAs between major competing nations and Chile/ASEAN. In the case of FTAs with the US and EU, although Korea achieved some increases in market share immediately after the effectuation of FTAs, the economic effect of FTAs was smaller than expected because of delays in economic recovery in these countries caused by the global financial crisis. In this context, this study contains a regression analysis using a gravity model, with the amount of imports as dependent variables and each FTA as key explanatory variables. As a result, the concluded FTA has a positive effect on the growth in trade between trading partners.

The number of export items in terms of FTA trading partners has grown by 6.1%p and 1.3%p in Chile and the US respectively, as the diversity of export items has improved. By measuring the concentration of import items, the import concentration is expected to lead to an increase in consumer welfare from improvements in diversity and competitive structural change, but export intensity actually deepened in some countries as to require 'discovery' of various export items. The FTA resulted in positive effects both on the number of export and import items by industrial analysis, whereas the impact on the value of imports and exports has suggested the need for industry-specific measures tailored to the different industries.

Services trade effect due to the FTA has mainly occurred in transportation, telecommunications, insurance, computer services and trade-related businesses. After the effectuation of the FTA, FDI from the US, EU, ASEAN and others has increased but there was no evidence of increased FDI to the FTA partners. Only FDI in manufacturing and service sectors to the US, EU, ASEAN has slightly increased. However, a questionnaire survey of enterprises operating in ASEAN and Central Europe showed that the effect of FTA was very limited since they generally consider variety factors such as market scale and production cost when investing overseas.
