Abstract

Korean Abstract: 지식경제 시대에 대학과 공공연구기관은 교육, 기초과학 연구, 공동연구, 기술이전, 기술지원 및 자문, 특허 라이선싱 등 다양한 방식으로 지식을 산업화함으로써 기업의 현안 문제 해결과 경제‧사회 발전, 더 나아가 국가 경쟁력 강화에 기여하여왔다.

기업의 훌륭한 조력자로서 중국의 대학과 중국과학원 역시 1950년대부터 지식을 창출하고 산업화해왔으며, 국가혁신체제의 발전에 따라 자신들의 지식산업화 모델을 개혁하며 그 역할을 강화하고 있다.

본 연구는 그동안 선행연구에서 주목하지 못했던 중국의 대학과 중국과학원의 지식산업화 활동을 거시적 측면과 미시적 측면으로 나누어 분석하였다. 우선 거시적 관점에서 중국의 국가혁신체제 발전에 따라 대학과 중국과학원의 지식산업화 모델의 변화를 살펴보았다. 지식산업화 채널 중에서도 산업화에 가장 근접하면서도 중국의 독특한 현상이라고 볼 수 있는 ‘대학과 중국과학원의 투자기업’, 그리고 지역혁신체제의 발전을 지원하는 ‘대학‧지역 협력과 중국과학원‧지역 협력’에 집중하였다. 다음으로 미시적 관점에서 국내에 소개된 적이 없는 중국 지식산권국(SIPO)의 ‘특허실시허가계약’ 데이터를 바탕으로 대학과 중국과학원의 특허 라이선싱 활동과 지식산업화 사례를 분석하여 우리나라 국가혁신체제와 산학연 협력에 대한 시사점을 제시하였다.

본 연구를 통해 도출한 분석결과는 다음과 같다. 우선 거시적 측면에서 중국 국가혁신체제의 성격이 혁신 주체들간 협력과 네트워크를 강화하는 개방적‧수평적‧다원적인 체제로 변화함에 따라 대학과 중국과학원도 사후적 변화를 추구하면서 자신들의 지식산업화 모델을 개방적이고 수평적인 방향으로 진화‧발전시키고 있다. 이에 따라 종전에는 산출된 과학기술 성과가 주로 이들이 투자한 기업으로 이전‧상업화되어 폐쇄적이고 수직적인 특성을 보였지만, 현재는 투자기업에 기술과 인력을 제공함은 물론, 과기원 운영‧기술이전센터 설립‧산학연 협력 플랫폼 운영 등으로 지식산업화 채널을 다양화하여 더욱 많은 기업들과 협력을 강화하고 있다.

이러한 개방적‧수평적‧다원적인 혁신체제의 발전은 동일 지역을 기반으로 하고 있어 중국의 지역혁신체제와 산학연 협업체제도 강화하고 있다. 산학연 협력을 통한 기업의 기술혁신 능력 강화는 중국 국가혁신체제의 핵심이며, 중국이 ‘혁신형 국가’로 발전하는 데 매우 중요한 전략이다. 중국정부는 전략적 신흥 산업, 공공기술 분야, 선도적 기술 분야 등 국가 발전의 중요한 영역을 중심으로 산학연 협력을 통해 기술혁신의 난관을 극복하도록 유도하고 있다. 아울러 기술 수요기업이 직접 산학연 협력에 참여하도록 함으로써 ‘시장 견인형(market-pull) 혁신’을 유도하고 있다. 이러한 추세 속에서 중국의 대학과 중국과학원은 기업의 혁신능력 향상, 더 나아가 국가 혁신역량 강화에 중요한 역할을 담당하고 있다.

English Abstract: Knowledge produced by the university and public research institutions has been viewed traditionally as a public good contributing to technological innovation and economic growth. The Chinese government has advocated an application-oriented science policy since the 1950s, with emphasis on promoting science-industry linkages. As major assistants to enterprises, Chinese universities and the Chinese Academy of Sciences(CAS) have been playing a key role in conducting cutting-edge research and effectively transferring knowledge to Chinese industries in order to enhance their competitiveness.

This study analyzes industrialization of knowledge from Chinese universities and CAS from both macro and micro perspectives.

In the macro perspective, by analyzing the recent studies on the Chinese national innovation system as well as university-run enterprises and CAS-run enterprises in China, which are distinctively Chinese institutional arrangements, this study shows that the traditional model of knowledge industrialization is being restructured and substituted by a model that is more open, horizontal and based on a diversified network. This indicates the transformation of the Chinese national innovation system. Such open, horizontal and diversified network-based innovation system enhances significantly the regional innovation system and collaboration of industry, university, and research institutes. Given such circumstances, the Chinese university and CAS play an important role in promoting technological innovation.
