The Global Enforcement Privacy Network: A Growing Network But How Much Enforcement?

Abstract

This brief discussion paper was presented to the Asia-Pacific section of the Global Privacy Enforcement Network (GPEN) via teleconference on August 5, 2015. It reviews the recent forms of international collaboration by data protection authorities (DPAs), and assesses the extent to which GPEN can collaborate on further international enforcement activities. The paper also reviews the various legal, economic, organizational and cultural constraints that need to be overcome if there is to be more widespread and frequent enforcement activities by DPAs.
