Abstract
The study examines the impact of local government reforms (devolution plan 2001 of Pakistan) on the community mobilization of the local population. Exploratory factor analysis and principle component analysis were used for the construction of community mobilization index over the period of 2009-10 and 2011-12. Logistic Model was used to explain the impact of local government system on the community mobilization of the local population. Provincial characteristics were included in the model to control heterogeneity among the four provinces. Results of the study indicated that after the existence of local governments, 25 percent population was more mobilized as compared to the absence of local governments. The empirical results showed that the mobilized communities had higher involvement different social activities. Results also indicated that centralized governments were relatively inefficient in allocating resources by equating marginal effect to community mobilization. Furthermore, results demonstrated that local government systems were more efficient than central government systems.
