Abstract

Romanian Abstract: Pentru a stabili relaţia dintre educaţia în limba maternă, identitate şi securitate societală şi pentru a conferi un caracter exploratoriu proiectului am propus o aplicaţie practică: analiza politicii şi practicilor educaţionale privind minoritatea română din Serbia în perioada 2012-2015. După realizarea diagnozei comunităţii româneşti din Serbia prin evaluarea contextului istoric de formare a acestei comunităţi, a evoluţiei socio-demografice şi a datelor socio-lingvistice, propun în acest studiu analiza problemei dreptului la educaţie în limba maternă a comunităţii româneşti din Serbia (Voivodina şi Timoc). Scopul final al acestui studiu este cel de a fi integrat în raportul stiinţific asupra progreselor realizate de Serbia în perioada 2012-2015, în calitate de stat candidat, în privinţa protecţiei drepturilor minorităţii româneşti, cu accent pe asigurarea dreptului la educaţie în limba maternă. În acest context mă voi referi la actorii implicaţi în determinarea practicilor educaţionale privind introducerea cursurilor de limbă maternă în Serbia de Nord-Est (Timoc), după momentul acceptării candidaturii Serbiei la statutul de ţară membră a Uniunii Europene (martie 2012).

English Abstract: In order to provide the relationship between education, identity and societal security and to give an exploratory dimension to my research project, I propose a case study: the analysis of educational policy and practices regarding the Romanian minority in Serbia, between 2012 and 2015. The legal framework is crucial for the protection of human rights, but more important is the implementation of the legislation or educational practices. The status of minorities in Serbia has been continually monitored by international organisations as EU and OSCE, as well as local non-governmental organisations. Despite the Serbia’s progress in this area, with the creation of a complex legal framework, the protection and implementation of human rights in society are still far from accomplishment. In this context, the aim of this paper is to uncover Serbia's progress towards minorities rights protection in a scientific, well-documented report, using a case study: the protection of Romanian minority rights, especially the right to education in mother tongue, practices implemented in 2012-2015 period.
