Abstract

English Abstract: Streams turning into bridges is the metaphor that best explains the Kidron/Wadi Nar Master Plan concept. With conflict an ever present fact of life in the Middle East, there is one subject that overrides local politics: water management. The only ongoing committee created under the Oslo Accords is the Joint Water Committee, which has held continuous meetings during the two intifadas and continues today. How does one use this platform to move things forward, not knowing the final status solution? By working on primary status issues: water, sewerage and drainage. From this idea evolved the idea of developing a master plan for a transboundary basin, and if we want to make life more interesting/more challenging, why not choose the one basin that sits at the epicenter of the conflict: the Kidron Valley. The Kidron flows from Mount Scopus past the Temple Mount, the City of Bethlehem and down to the Dead Sea. Is there any property in the world more precious/contentious? And one would think that because this area is so dear to the three monotheistic religions, the Kidron would be holy and pristine. Instead, the Kidron carries raw sewage from Jerusalem and Bethlehem, untreated to the Dead Sea. So how does one get all stakeholders together to renovate the Valley? That is the story behind the Master Plan now taking shape.

Hebrew Abstract:נחל הקידרון עובר משטח ישראל דרך מזרח ירושלים, הרשות הפלסטינאית ונשפך בים המלח.מעיין הגיחון הקדוש מתערבב עם 35,000 קוב ביוב גולמי ביום כדי להפוך את הנחל מאתר היסטורי, רוחני וסביבתי למטרד אפילו למפגע בריאותי. הסובלים מהמפגע הם הפלסטינאים במורד הנחל ובניגוד לכללים של הדין הבינלאומי ישראל מנהלת ויכוחים פנימיים ואיננה מצליחה להביא את המים לרמה ראויה לשימוש שני. לצורך טיפול בבעיה זו רשות ניקוז ים המלח הקימה צוות להבנת הבעיה ומציאת פתרון. צוות זה עבד במשך שנתיים והכין תוכנית אב לאגן הקדרון שאושרה בעיריית ירושלים וברשות הניקוז והתכנית כעת בשלבי יישום.התברר, מהעבודה המשותפת עם הפלסטינאים שניתן להשתמש בנחל כגשר בין עמים, דתות ומורשת. זו פלטפורמה שמחברת בין אנשים ומביאה למיזמים משותפים לשיפור החיים ואיכות הסביבה.
