Abstract
The 2015 Paris Agreement provides tools to collectively ratchet up climate ambition and implementation. The Paris COP 21 Decision and Agreement map collective climate engagement. Key elements of Paris Climate Consensus include: submitting and implementing increasingly ambitious nationally determined contributions in five-year cycles. The requisite funding and the facilitative nature of 5-year review/stock taking cycles remain broad brush rather than clearly defined, yet a transparency framework is expected to help ratchet up implementation. Parties have set a long-term trajectory through national climate action plans and are coordinating peaking emissions as soon as possible. The Paris Agreement sets forth the principle that future national plans will be no less ambitious than existing ones. The 188 climate action plans submitted to date serve as a foundation for higher ambition. The Paris climate summit sends a SOS signal for broad, effective climate action.
