Abstract
This paper will analyzes the role of law in implementing the Sustainable Development Goals (SDGs) through the data revolution. The main argument is that existing legal norms already form an, albeit patchy, multi-level framework for data governance, based on actor-specific concrete rules and cross-cutting general principles such as informational cooperation, national ownership and individual information rights. This framework is part of an emerging “Global Administrative Law of Information”, which needs to be developed further in order to ensure that the data revolution is both effective and legitimate. International institutions like the World Bank should contribute to this development by experimenting with and diffusing innovative legal solutions on global data governance.
