Australia's National Disability Insurance Scheme: Providing for Individual Autonomy, Dignity or Not?

Abstract
The National Disability Insurance Act 2013 (Cth) introduced a scheme that will transform how state and federal disability services are provided across Australia. With the NDIS commencing in July 2016, it is timely to consider whether the scheme will achieve its objectives, inter alia, of giving effect to Australia's obligations under the Convention on the Rights of Persons with Disabilities or not. Will the enhancement in individual autonomy and respect for dignity result in improvements on the ground or wind up as a cost cutting exercise?
