Spanish Abstract: Pese a que se ha entendido que el surgimiento de los regímenes autoritarios se relaciona con los problemas del desarrollo económico a partir del "modelo burocrático-autoritario", algunos elementos de este modelo han producido entre los estudiosos ciertas ideas para explicarlo.

En virtud de ello, un grupo de economistas, politólogos y sociólogos se reunió con el objeto de evaluar lo adecuado del modelo y sugerir indicaciones para darle una nueva formulación. Este volumen es el resultado de discusiones celebradas a lo largo de un periodo de tres años, y representa un avance importante en la crítica y el refinamiento de ideas acerca del desarrollo político.

En este libro se analizan las cuestiones planteadas por el reciente surgimiento del autoritarismo en América Latina, el autoritarismo burocrático y las posibles pautas futuras del cambio institucional.

La parte 1 proporciona una visión general de los temas de análisis que desde las ciencias sociales se han planteado por la reciente aparición de autoritarismo en América Latina, y contiene capítulos de David Collier y Fernando Henrique Cardoso. Los capítulos de la parte 2 abordan la explicación al problema del aumento del autoritarismo burocrático, y están escritos por Albert Hirschaman, José Serra, Robert Kaufman, y Julio Cotler. En la parte 3 Guillermo O’Donell, James Kurth, and David Collier discuten acerca de los probables futuros cambios en el autoritarismo burocrático, las oportunidades para extender los análisis a Europa, y las prioridades para una futura investigación. El libro incluye un glosario y una extensa bibliografía.

English Abstract: The “bureaucratic-authoritarian model” was one of the most important attempts to explain the emergence of authoritarian regimes in Latin America in the 1960s and 1970s, giving special attention to the connection between their emergence and problems of economic development. This model sparked great interest and considerable debate — a debate that remains salient today in the new century, given recent anti-democratic developments in some Latin American countries.

Building on this debate, a group of leading economists, political scientists, and sociologists was brought together to assess the adequacy of the model and suggest directions for its reformulation. This volume is the product of their discussions over a period of three years and represents an important advance in the critique and refinement of ideas about political development.

Part 1 provides an overview of the issues of social science analysis raised by the recent emergence of authoritarianism in Latin America and contains chapters by David Collier and Fernando Henrique Cardoso. The chapters in Part 2 address the problem of explaining the rise of bureaucratic authoritarianism and are written by Albert Hirschman, Jose Serra, Robert Kaufman, and Julio Cotler. In Part 3 Guillermo O’Donnell, James Kurth, and David Collier discuss the likely future patters of change in bureaucratic authoritarianism, opportunities for extending the analysis to Europe, and priorities for future research. The book includes a glossary and an extensive bibliography.
