Abstract

Both China and India had public policy conceptualisations before modern state emerged, and obviously before the discipline of public policy was taught in universities. Yet, the paradox is that it is the theories developed in Europe and USA that are being taught in the newly established Public Policy schools of both these countries. This paper unravels this paradox. In the first part of the paper, the challenges faced by teachers of Public Policy discipline in China and India are discussed. In the second part, some of the innovative solutions that has responded to the paradoxical situation of disconnect of theory of public policy from the practice of context are discussed.
