Abstract

The field of policies for the promotion of citizen participation in public life has gone increasingly becoming a new area and specific public policies in relation to the profound social changes of the last fifteen years, of which the technological revolution, driven by the development of information communications technology is an important component. On the one hand the development of ICT has been accompanied by a drive toward deep and, among them, diversified cultural changes, organizational and production processes, and on the other hand, these technologies have facilitated the construction of a more complex context of communication and extensive, increasing both the horizontal and vertical information flows.
