일반균형모형을 이용한 한국경제의 성장 분석: 1990-2010 (Analysis on the Korea's Economic Growth Using the General Equilibrium Mode: 1990-2010)

Abstract

Korean Abstract: 성장회계(growth accounting)는 1957년 Robert Solow 이후 각기 다른 요인들의 경제성장에의 기여도를 측정하는 방법으로 널리 이용되어 왔다. 그러나 각 기여도에 대한 해석과 함의를 도출하는 과정 중 거시경제를 일반균형상에서 논하는 부분에서 부족한 점이 있어, 본고에서는 일반균형이론을 이용하여 한국경제의 성장을 분석하였다. 일반균형모형은 경제주체들의 최적화행위 등 미시적 기초(micro-foundation)를 기본적으로 지니고 있어서 각 경제주체들의 최적화에 미치는 경로를 연구할 수 있다는 장점이 있다.

주요 연구 결과를 보면, 첫째 지난 20년간 한국의 1인당 GDP 성장률은 대체적으로 총요소생산성의 성장과 같은 추세를 보이는 것으로 나타났다. 둘째, 근로시간의 하락은 노동소득세의 상승에 일부 기인한 것으로 보이며, 또한 노동시장 내에서의 효율성은, 합리적 가계의 균형조건에서의 이탈(wedge)을 통해 살펴본 결과, 개선되고 있는 것을 발견하였다. 정책당국은 생산요소의 성장에 대한 조세의 영향을 인식하고 경제정책의 의사결정에 있어 판단자료로 삼아야 할 것이다. 셋째, 자본-노동 비율이 상승하고 있는 것으로 나타나 자본심화가 진행 중인 것으로 보이며, 이는 경제구조 자체가 자본집약적인 산업구조로 이행해 가고 있음을 의미하는 것으로 보인다.

English Abstract: Growth accounting has been widely used to measure the contributions of various factors to economic growth since Robert Solow in 1957. However, growth accounting fails to explain and implicate each contribution when viewing macroeconomy under general equilibrium. This study utilizes general equilibrium theory to analyze the growth of the Korean economy. The general equilibrium model holds microfoundation such as optimizing behavior of economic agents; hence it allows studying of channels in which economic agents optimize in the economy.

The outcomes of the study include: First, in general, Korea's per capital GDP growth rate and the growth rate of total factor productivity for the past two decades showed similar trends; Second, the fall in hours worked appears to be partly attributable to the increase in the wage (income) tax, and in addition, labor market efficiency is found to be improving, since the labor market wedge, which is derived from the equilibrium labor condition, has become smaller. The policy authority should realize the impacts of taxation on the growth of production factor and its implication when making decisions on economic policies; and third, the capital-labor ratio is on the rise, which is a sign of capital deepening, and further it indicates that the economic structure of Korea is now in transition to the capital-intensive industry.
