Abstract

Korean Abstract: 2010년을 전후로 미소금융, 햇살론, 새희망홀씨 등 저소득⋅저신용 계층을 대상으로 한 여러 정책적 서민금융상품이 도입되었다. 이를 통해 서민의 금융접근성이 확대되는 양적인 성과를 이루었으나 지원의 질적인 측면과 지속가능성 등에 대한 지속적인 비판과 함께 개편의 필요성이 제기되고 있다. 이러한 가운데 본 연구에서는 정책적 서민금융상품을 평가하고 개선방안을 모색하고 있다.

장기적인 시각에서 서민금융에 대한 정책적 지원은 서민금융기관의 서민에 대한 여신심사 능력을 제고하고, 서민의 소득 및 신용이 개선될 수 있도록 이루어져야 한다. 따라서 향후 정책적 서민금융은 양적 확대보다는 비금융적 서비스 확대 등으로 지원의 질을 제고해야 하며, 서민금융기관이 자발적이고 안정적으로 서민금융을 공급할 수 있도록 유도해야 한다. 이에 대한 세부 개선방안을 도출하기 위하여 본 보고서의 제4장∼제6장에서는 선진국 사례와의 비교, 햇살론 및 미소금융의 전수자료 기초통계 분석, 미소금융지점 인력에 대한 설문조사, 연체행동 결정모형 분석 등의 다양한 분석방법을 활용하였다. 각 장별 내용은 다음과 같다.

English Abstract: This study evaluates and suggests improvement plans for microcredit products and financial inclusion policy in Korea. Around 2010, Financial Service Commission introduced several unsecured loan products such as ‘Smile-microbank’, ‘Sunshine Loan’, and ‘Saehuimangholssi’ to support the groups with low income and bad credit score. These political microcredit products have encouraged financial institutions to provide those groups with more credit services. However, there has been continuous criticism on the sustainability of the political products, debtors’ ability to repay, and the effectiveness with respect to improvement in quality of debtors’ life. Accordingly, the necessity of reforming the microcredit products and the supporting system is increasingly being raised.

The key argument of the current study is that the financial inclusion policy should be able to promote the capability of voluntary credit supply in non-bank financial institutions and it also needs to improve income and credit score of clients. To derive policy implication supporting the argument, this study utilize various approaches. It includes case study of the developed countries, statistical analysis of debtors’ data, survey on the workers of the ‘Smile-microbank’, and the regression analysis on the determinants of repayment behavior. The main findings in each chapter can be summarized as follows.
