Abstract

The European Union’s institutions understand that the internet and digital technologies transform all sectors of activity. With this in mind, they made digital law one of their ten foremost political priorities for the year 2020. But if the European Commission puts forth its Digital Strategy starting in May 2010, some existing online barriers will mean that citizens will miss out on goods and services. To remedy these obstacles, the European Commission reinforced its strategy in May 2015 with the global economic objective of supporting the regulatory barriers and transforming the 28 national Markets into one unique digital market. The European Commission presents its first measures in Copyright Law concerning a Proposal of Regulation on the cross-border portability of online content services (geoblocking) and an Action Plan for a modern and more European copyright framework: expanding exceptions and looking for compensation.
