Abstract

China’s growth to become the world’s second biggest economy as well as a major trade powerhouse has long been mismatched by a low-level position in the global grading of innovation and advanced standards-making. Recently, the central leadership has begun to bridge the gap between China and genuinely advanced economies by reforming the national innovation system upon the leverage power of industrial standardisation. Linking Chinese regime standards to international standardisation regimes represents one critical step of pushing the local aircraft manufacturer to upgrade and adapt itself to the rigour of airworthiness certification in world trade. Although the country can be rightly considered a follower in shaping the international aviation standards, this article examines the new orientation and development of Chinese industrial, technology, and intellectual property rights policies related to the large civil aircraft sector. It argues that the government-led techno-nationalism underpinning China’s standardisation strategy should be combined with stronger private sector initiatives, i.e. moving towards neo-techno-nationalism, to promote a commercially viable large civil aircraft supplier in the global market.
