Abstract

In this article, Johnson praises House Speaker Paul Ryan’s tax plan for a cash flow consumption tax, but he identifies several infirmities in the plan including the increase in deficits, the shift in tax onto poorer taxpayers and the “territoriality” proposal that gives away $700 billion revenue while making the tax system less efficient.
