Abstract
The Animal Welfare Act (AWA), enacted in 1966, is the only federal law regulating animals used in scientific research. A basic presumption underlying enactment of the AWA was that animal testing is necessary. This short piece explores whether fifty years later, in the wake of significant advances in scientific research, it is time to challenge that notion and change the AWA accordingly.
