שומרי סף המלצות על מספר צעדים להבטחת רמה נאותה של השכלה תיכונית וגבוהה לכלל התלמידים בישראל (The Gatekeepers Education Reform for Israel: Few Policy Advices)

Abstract

Hebrew Abstract: המסמך המוצג מציע צעדים שצפויים להביא לשיפור תפקודה של מערכת החינוך הישראלית, בעיקר בתחום מדעים וטכנולוגיה . בין הצעדים האלה:

• שינוי שיטת המימון שכ"ל באוניברסיטאות במסגרת השיטה המוצעת המדינה תממן את מלוא שכר הלימוד לסטודנטים מצטיינים במדעי הרוח והחברה ותשלם להם מלגת קיום בגובה שכר מינימום. שאר הסטודנטים במקצועות אלה לא יקבלו מימון. הכסף שייחסך ישמש לשיפור איכות ההוראה במקצועות בתחום מדע וטכנולוגיה, ולצמצום שכ"ל שמשולם ע"י סטודנטים הלומדים מקצועות אלה. • שימוש בשיטת ואוצ'רים (שוברים אישיים) במערכת החינוך במסגרת השיטה המוצעת כל תלמיד בישראל יקבל שובר אותו יוכל להפקיד בכל בי"ס העומד בקריטריונים שיציב משרד החינוך. הקריטריונים המוצעים קשורים ליכולת עמידה במבחנים במספר מקצועות מפתח. במקביל להכנסת ואוצ'רים יורחבו משמעותית סמכויות של מנהלי בתי ספר.

• שילוב בוגרי תארים מתקדמים במדעים והנדסה בהוראה בבתי ספר מוצע לשלב את הבוגרים בהוראה אחרי הכשרה מינימלית, ללא קבלת תעודת הוראה.

הצעדים הללו אמורים לקדם עבודת מערכת החינוך, ליעל ניצול תקציבים ממשלתיים, לשפר הישגים לימודיים של תלמידים וסטודנטים בישראל, להרחיב אפשרויות של יוצאי שכבות חלשות לזכות בחינוך איכותי, ובסופו של דבר לחזק את המשאב העיקרי של מדינת ישראל, שהוא ההון האנושי.

English Abstract: The paper is focused on proposals targeting advancement in Education system capacity, mainly in Science, Technology Engineering and Mathematics (STEM) teaching in the Israel. Among the moves proposed are: 1. Reform of system of Tuition costs financing: Government should cover tuition fees and stipend (at the level of lowest market wages) for the best students of social and humanitarian faculties (departments) only; all the rest students of the studying social and humanitarian faculties will pay the tuition fees themselves; The money saved could be used to support and to improve STEM – education.

2. Voucher financing of Schools to encourage competition to reward leaders: money follows the student, bringing his voucher in the any school of his parents' choice. Schools chosen must meet standard of academic performance, based on selected key disciplines test outcomes. The voucher financing introduction would empower the school principal. 3. Remove teaching certificate requirement for MA and MS in Math and Science to intensify competition.
