Abstract

English Abstract: Wen-Shu Hwang, the former President of NDHU, was deemed to have acted illegally by the Taipei High Administrative Court for his manipulation of the promotion procedure involving a member of the Department of Counseling & Clinical Psychology. Incidentally, Yuh-Yuan Tsai, the former Secretariat of NDHU, was promoted to professor during Hwang’s administration, and was impeached by the Control Yuan for simultaneously acting as an independent director for a business firm. However, the Control Yuan affirmed the innocent conclusion made by NDHU on another case. Namely, that Tsai was accused of violating academic ethics for promoting to the position of professor. It is well known that the government authority always refers such cases when a scholar is accused of academic misconduct to the relevant university. Under the pretext of university self-governance and academic professionalism, the accused in academic misconduct cases are usually dealt with internally by the universities involved. This study is targeted at readers from non-academic backgrounds, and elucidates step-by-step how Tsai’s work was adapted from the master-degree thesis of his coauthor. We prove that Tsai’s work is not qualified as an independent work distinct from the thesis. Moreover, we specify anomalies between the results of the two works, raising suspicion that some contents has been falsified. For example, instances where the same samples and methodologies product different numerical results. Some instances are deeply suspicious. For example, instances where the same samples, the same methodologies, and the same methodologies, the same numerical results render different significance levels. The significance coefficients of Tsai are systematically half of those found in the master thesis. We believe that this case is merely the tip of the iceberg. Research must be founded on the principles of honesty, diligence, and forthright documentation, which in turn contributes to the accumulation of human knowledge. Conversely, when a scholar falsifies his or her work in order to get it published in a journal, it not only tarnishes the reputation of the academics involved, but leaves an eternal stain on academia in general.
