Abstract
In 2009, the U.S. Commission on Civil Rights issued a report entitled, “Minorities in Special Education.” This statement by Commissioner Gail Heriot is her individual contribution to that report. In it, she discusses the fact that African-American and American-Indian children are disproportionately likely to be assigned to special education programs and the various reasons that might account for the disproportionality.
