Abstract

Korean Abstract: 본 연구는 우리나라 노동소득분배율의 추이를 살펴보고 그 변동요인을 설명하고자 하였다. 분석에서는 CES 생산함수를 가정하고, 노동과 자본 간 대체탄력성을 추정하여 노동소득분배율의 변동을 분해하는 방식을 사용하였다. 분석 결과, 우리나라의 노동소득분배율은 장기적으로 하락하는 추세를 보이고 있었다. 특히 경제 전체의 노동소득분배율이 추세적으로 하락한 것은 다수의 산업에서 공통적으로 노동소득분배율이 하락한 데 기인한 것으로 나타났으며, 산업구조의 변화에 따른 부분은 상대적으로 미미한 것으로 나타났다. 한편, 자본과 노동 간 대체탄력성의 추정치는 대체로 통계적으로 유의하게 1보다 작은 것으로 나타났으며, 모형 설정 및 자료 처리 방식 등에 대해 일정 수준의 강건성을 지니고 있었다. 이와 같은 결과는 우리나라 노동소득분배율의 하락이 생산요소 상대가격의 변화가 아니라, 주로 기술진보에 기인하고 있다는 점을 시사한다. 구체적으로, 생산요소 상대가격의 변화는 노동소득분배율을 높이는 방향으로 작용하였지만, 기술진보가 자본에 대한 수요를 증가시키는 방향으로 진행됨에 따라 노동소득분배율이 하락하게 된 것이다. 이에 따르면, 임금상승을 추구하는 정책보다는 기술진보의 결과가 노동소득 증대로 확산되도록 유도하는 정책이 보다 바람직할 것으로 판단된다.

English Abstract: This paper studies the trend of labor share in Korea and tries to explain the trend in relation with factor prices. In order to investigate the issue, I estimate the substitution elasticity between labor and capital of a CES production function, which is used to decompose the effect of factor prices on the movement of the labor share. I find that Korea’s labor share has been on a downward trend for the past 30 years. Also, the trend is mainly driven by common within-industry decreasing trends of labor shares in most sectors, not by industry composition effect. The estimation results show that the elasticity of substitution is statistically significantly below one, and are robust to the change of specification and data processing. This implies that the decline of labor share in Korea is not driven by the change of factor prices, but by the direction of technological change, e.g., capital biased technological progress; the labor-augmenting technology growth has increased the demand for capital, resulting in a lower labor share. Therefore, it is desirable to consider a new policy tool to direct the productivity gains from the technology growth toward labor income, however policies to affect wage itself is not seemed to be promising.
