Abstract

In India, recent initiatives taken by non-governmental organizations (NGO) which harness information and communication technologies (ICTs) to promote electoral reform and political mobilization are quite stimulating. Though these efforts are mainly drawn from India’s urban, English-speaking, upper and middle classes but somewhere these initiatives appear as “enabled a much more substantive implementation of democratic ideals: the government of the people, by the people, and for the people”. However, the full implementation of e-Democracy in India needs to examine Indian socio-legal conditions as literacy level in India is very low and results in a lack of awareness of the benefits of e-Governance activities. The lack of adoption of e-communication technologies at a mass level reduces the digital penetration that is necessary for promoting e-Governance. In such a scenario it is pertinent to examine the role of ICT in the promotion of e-Democracy along with the factors responsible for non-acceptance of these initiatives in Indian Socio-legal environment. Hence this paper discusses the role of ICT in ensuring e-Democratic process in India. It is proposed to examine the relationship between the Internet and democracy in order to find out growing roots of e-Democracy within the framework of changing democratic culture and procedure. It is also an attempt at inquisition into the factors affecting brimming acceptance of the ICT-based democratic system. The paper presents an assortment of arguments on e-Democracy by focusing on participatory public decision-making processes and outlines a model of information flows for e-democracy and suggests ways in which ICT applications can be used in a better way through pro-active government intervention.
