Abstract

Korean Abstract: 본고는 글로벌 금융시장 간 연계가 심화된 환경에서 국가 간 고령화 정도의 차이가 자본이동을 촉발할 수 있음에 주목하여 고령화가 거주자의 대외투자 행태에 변화를 증폭하는 지를 실증분석하였다. 이를 통해 Modigliani의 생애순환가설(life cycle hypothesis)이 대외부문에도 적용되어 고령화에 따른 소득 감소로 소득과 소비 간의 불일치가 발생하는 경우 이미 축적한 대외투자자산으로 소비를 충당하는지 여부를 살펴보았다. 54개국의 2001년부터 2015년의 연간자료를 이용하여 노년부양률, 고령화 속도 등의 인구구조 관련 변수들이 내국인의 대외직접투자(FDI), 대외증권투자(FPI) 등 대외투자에 미치는 영향을 패널분석한 결과, Modigliani의 생애순환가설이 대외부문에서도 유효한 것으로 확인되었다. 우선, 고령화의 진전은 대외투자를 유의하게 줄이는 것으로 나타났다. 동 대외투자자산 축소는 향후 외환조달 재원의 원천이 줄어드는 것으로, 대외투자자산이 급감할 경우 지급불능 우려 부각 및 대외신인도 하락을 야기함으로써 자본유출압력이 작용할 가능성이 있음을 시사한다 하겠다. 투자 성격별로 고령화는 대외증권투자(FPI)보다는 대외직접투자(FDI)에서 유의한 음(-)의 효과를 보였다. 한편, 고령화의 진전 속도가 빠를수록 대외투자를 유의하게 감소시키는 것으로 나타났는데, 그 유의성이 고령화 수준보다도 높은 것으로 분석되었다. 이에 반해 생산가능인구의 증가는 유의하게 대외투자를 늘리는 것으로 나타났다. 이러한 고령화가 대외투자에 미치는 영향을 감안하면 고령화의 진전은 외환부문의 안정성을 저해할 가능성이 있다. 따라서, 세계적으로 유례없이 급속하게 고령화가 진행되고 있는 우리로서는 향후 고령화에 따른 외환부문의 부정적인 영향이 최소화될 수 있도록 사전에 대비해 둘 필요가 있는데, 이를 위해 대외투자 활성화를 통한 소득수지 개선, 출산율 제고 등의 대응방안을 고려할 필요성이 있다. 한편, 다양한 측면에서 고령화의 영향을 보다 정밀하게 파악하기 위해 대외투자의 주체별, 만기별 행태 변화뿐만 아니라 대외부채 변동 등에 관해서도 추가적인 연구가 요구된다. 본고가 이러한 연구들을 위한 하나의 디딤돌이 될 것으로 기대한다.

English Abstract: This paper conducts an empirical estimation of the effects of population aging on international investment, in consideration of the fact, especially in an environment of deeply integrated global financial markets, that differences in degrees of aging across countries can amplify capital movements. Through this estimation, this paper examines whether the life-cycle hypothesis of Modigliani also applies to the external sector, and the international investment assets accumulated are used to cover consumption when a mismatch between income and consumption occurs due to population aging.

We analyze the impacts of demographic variables―the old-age dependency ratio and the pace of aging―on foreign investment (foreign direct investment (FDI) and foreign portfolio investment (FPI)), using annual data for 54 countries between 2001 and 2015. We find as a result that the life-cycle hypothesis holds for the external sector as well. First, our study shows that population aging leads to a significant decrease in international investment. A reduction in international investment assets means a decline in future sources for supply of foreign currency. This suggests that if international investment assets decrease dramatically, it could lead to concerns about possible insolvency and cause the creditworthiness of a country to fall, resulting in pressures for outflows of capital from it. Meanwhile, looking at the effects depending upon the nature of investment, we find that the negative impact on FDI due to aging is more significant than that on FPI. While foreign investment increases significantly with a bigger working age population, it declines significantly as aging proceeds more rapidly. The level of significance of the pace of aging is also much higher than that of the old-age dependency ratio.

Given these effects of population aging on international investment, there is a possibility that progress in population aging could undermine stability in the external sector. In this regard, Korea, one of the rapidly aging societies, should make preparations to minimize the negative effects of aging on its external sector. Viable strategies in this regard are improving the primary income balance through promoting foreign investment, and introducing policies to increase the birthrate. Meanwhile, additional studies are required to analyze in greater detail the effects of aging from various perspectives, such as that of behavioral changes in international investment depending upon maturity and upon investor type, and that of the external debt dynamics. We hope that this paper might pave the way for such future research.
