No 'Shared Governance' Without Attention to Law, Broadly Conceived

Abstract
Despite advances in policy, programmatic, and research responses to global health, faster and more sophisticated means of communicating about and responding to disease outbreaks, and increases in financial and technical resources targeted towards solving global health problems, endemic conditions including maternal mortality, malaria, tuberculosis, and meningitis, as well as new and emerging diseases including Zika virus, Ebola virus, and "bird flu," continue to burden low- and medium-income countries (LMICs) disproportionately. To address these issues, researchers from high- and low-incoming countries are increasingly partnering to achieve multiple aims through health research consortia.
