Abstract

The adoption of the Broad-Based Black Economic Empowerment (B-BBEE) programme stemmed from a general concern regarding the limited scope and selective beneficial impact of the first phase of black economic empowerment (BEE), which mainly consisted of large equity transactions and a focus on ownership transformation. BEE in the latter sense was visualised as a means of redress for the massive and on-going racial inequality regarding ownership and control of production and distribution in the economy. The current broader-based programme seeks to advance black socio-economic empowerment in a more structurally comprehensive way through the different elements contained in the BEE scorecard. By moving beyond the initial emphasis on ownership reform, the B-BBEE programme aspires to realise socio-economic transformation on a wider front to include support for employment equity and the development of typically-excluded geographical areas by means of an emphasis on rural development.
