Arabic Abstract: أصدرت المحكمة الدستورية العليا الفلسطينية، في جلستها المنعقدة بتاريخ 19 تشرين ثاني 2017، حكمها في الطعن الدستوري رقم (4/2017). وفيه تعرضت المحكمة لمكانة الاتفاقيات الدولية في النظام القانوني الفلسطيني، مقررة سموها "على التشريعات الداخلية". وبهذا الخصوص نظمت وحدة القانون الدستوري في كلية الحقوق والإدارة العامة بجامعة بيرزيت، بتاريخ 19 كانون أول 2017، جلسة حوارية، شارك فيها – إضافة إلى باحثي الوحدة - أساتذة وباحثون في القانون الدستوري والقانون الدولي ومهتمون بالشأن الفلسطيني العام. وتعكس ورقة الموقف هذه أبرز القواسم المشتركة التي اتفق عليها المشاركون.

English Abstract: In its session held on 19 November 2017, the Palestinian Supreme Constitutional Court issued its ruling on Constitutional Appeal No. 4/2017, in which the Court dealt with the status of international conventions in the Palestinian legal system, confirming their supremacy compared to national legislations. The Constitutional Law Unit at the Faculty of Law and Public Administration, Birzeit University, organized a dialogue session on 19 December 2017. In addition to the Unit's researchers, professors and researchers in constitutional law and international law were interested in the Palestinian public affairs. This position paper reflects the most common commonalities agreed by the participants.
