Abstract
Offshore wind is still in its infancy in France, a country where nuclear energy dominates the energy generation mix. Meanwhile, new dynamics are progressively transforming the energy landscape, supported by international, European and national legal commitments to reduce greenhouse gases (GHG) emissions and to increase the share of renewable energy sources in the energy mix. France has now set ambitious goals and claimed industrial ambitions in the offshore wind sector.
This Chapter provides an analysis of: France energy generation profile, the rationale for moving from onshore to offshore wind, the role of offshore wind in France energy policy, the general targets of the 2015 Law on Energy Transition for Green Growth, the quantitative target setting of the Multiannual Programme for Energy (PPE), the National strategy for the sea and the Coastal area (SNML), institutional and market actors, legal design for offshore wind, including permitting, incentives, EIA/SEA, siting related planning, public participation, grid access.
