Abstract

This paper is a result of several years of efforts related to the study of the social policies applied on unemployment and employment and a study of the impact of the National Program “From Social Assistance to Employment” of the national labor market. The possibilities for social integration and reintegration of representatives of risk groups have been specially examined.

The examined topics are presented in five chapters. The first chapter provides an analysis of the social policies and a specific analysis of the employment and unemployment in Bulgaria over the past few years, as the data is for the period from 2000 to 2011, which can be easily compared and interpreted with the data for 2002-2005 with respect to the performed research. The goals and objectives of active policies implemented since 1998 have been generally examined. Those of them which are realized and implemented under the Unemployment Protection and Employment Promotion Act and the Employment Promotion Act are presented in details.

A separate chapter presents the general framework of the National Program “From Social Assistance to Employment” being considered in its immediate objectives, eligible employers and eligible activities, beneficiaries, financing of the program and its structure and management.

A separate chapter presents the results and analysis of several national studies that establish the basic preferences of the unemployed individuals to the transformation of social benefits in labor income, determine the attitude of the main institutional units to the program and their willingness to distribute functions between the state, municipalities and NGOs in the implementation and financing of the program as well as the problems and conflict points.

Information has been provided about existing employment programs and analysis of existing good practices.

The effect of the program on a national level and its economic and overall efficiency for the state and society has been analyzed.

The actuality of the examined topic is determined by the fact that social programming plays an increasing role in Bulgaria. It virtually affects all areas of society. A smooth modernization of the insufficiently effective socio-political system of the country has been performed with the help of the program-target approach.
