The Problems of Electronic Voting During Its Implementation in Russian Political System

Abstract
The paper is devoted to the problems of electronic voting and possibilities of its implementation in Russian political system. The term "electronic voting" (e-voting) was created in the 1960s, when voting using paper ballots was spread throughout the world. The new concept implied that the expression of the will of the voters as expressed by electronic means. The new system of electronic voting allows to use personal computers connected to Internet for filing and counting of votes. The use of the Internet and the telephone for voting began to be discussed only in the 1980s, but these innovation technologies were not used in general elections or referendums because of their weak information security. We made the conclusion that the main problem associated with the introduction of e-voting is the identification of the person who "signed" this document. In this case, the electronic digital signature can be used to verify the authenticity of the information, and the results of voting can be published on the Internet without breaking the main principles of democracy.
