The Russian Planning Programme 'Digital Economy' As a Form of Strategic Planning

Abstract
The strategic planning documents adopted in the Russian Federation by 2017 provide for measures aimed at stimulating the development of digital technologies and their use in various sectors of the economy. For example, the forecast of the socio-economic development of the Russian Federation for 2017 and the planning period 2018 and 2019 envisages the dissemination of the use of information technologies in the social and economic sphere, public administration, and business. In Russia, the digital economy is represented by the following three levels, which in their close interaction affect the lives of citizens and society as a whole: markets and sectors of the economy (areas of activity), where specific subjects (suppliers and consumers of goods, works, and services) interact; platforms and technologies, where competence is formed for the development of markets and industries (spheres of activity); the environment that creates the conditions for the development of platforms and technologies and effective interaction between the subjects of markets and industries (spheres of activity) and covers regulatory regulation, information infrastructure, personnel and information security. However, the research in Russia shows the specifies the main constraints, including a shortage of personnel and the insufficient number of world-class research.
