Russian Abstract: Целью научных исследований является систематизирование лучших практик и деятельностей по управлению человеческими ресурсами, определение места Системы для управления человеческими ресурсами для безопасности и обороны в управлении ресурсами динамически изменяющейся среды для безопасности и рационализации решений, связанных с профилем компетентности регулируемой профессии „офицера”.

English Abstract: The aim of the research is to systematize the best practices and activities in human resources management, to determine the place of the System for Human Resource Management for Security and Defense in managing the resources of a dynamically changing environment for security and rationalizing decisions related to the competency profile of a regulated "officer" profession.
