Elecciones a las gobernaciones departamentales de Colombia: la fragmentación en este subsistema de partidos (Elections to the Departmental Governments of Colombia: The Fragmentation in This Party Subsystem)

Abstract

Spanish Abstract: Este artículo indaga sobre el aumento continuo de la fragmentación electoral del subsistema de partidos en torno a la elección popular de gobernadores en Colombia. Con este trabajo se busca aportar a los estudios electorales y sistemas de partidos en Colombia, enfocando el nivel departamental, en particular, las elecciones a las Gobernaciones en las 32 divisiones político-administrativas y a lo largo de las jornadas electorales entre 1992 y 2015. Por ello, este estudio revisa los resultados electorales y mediante un modelo estadístico de datos de panel con efectos fijos, se busca establecer el grado de significancia de los efectos de cada variable transversal y su correspondiente variación temporal para un total de 256 observaciones. Considerando las hipótesis, variables como la tasa de ruralidad, competitividad electoral y las asociadas con el bipartidismo, confirmaron su relación negativa con los niveles de fragmentación del sistema de partidos, mientras que la volatilidad electoral confirmó su relación directa. Por otro lado, los niveles de nacionalización del sistema de partidos resultaron tener una asociación contraria a la sugerida. De manera general, el estudio concluye que, debido a la diversidad en los tipos de candidaturas que se presentan y discontinuidad de aquellas que juegan un importante rol en cada contienda, la elección gobernadores ocurre en un escenario electoral caracterizado por la inestabilidad interpartidista e incertidumbre política.

English Abstract: This article investigates the continuous increase of the electoral fragmentation of the party subsystem around the popular election of governors in Colombia. This paper aims to contribute to electoral studies and party systems in Colombia, focusing on the departmental level, in particular, the elections to the Government in the 32 political-administrative divisions and throughout the electoral days between 1992 and 2015. Therefore, this study reviews the electoral results and, through a statistical model of panel data with fixed effects, it establishes the degree of significance of the effects of each transverse variable and its corresponding temporal variation for a total of 256 observations. Considering the hypothesis, variables such as the rurality rate, electoral competitiveness and those associated with bipartisanship confirmed their negative relationship with the levels of fragmentation of the party system, while electoral volatility confirmed its direct relationship. On the other hand, the levels of nationalization of the party system turned out to have a contrary association to the one suggested initially. In general, the study concludes that due to the diversity in the types of candidacies that are presented and to the discontinuity of those that play an important role in each ballot, the election of governors occurs in a scenario characterized by inter-party instability and political uncertainty.
