Abstract

Russian Abstract: Стратегические решения о том, какие оборонительные способности необходимы нашей стране в ответ на динамические изменения в среде безопасности находятся в непосредственно зависят от вопроса: сколько и какую цену должны заплатить налогоплательщики за их создание и развитие. И так как безопасность и оборона относятся к публичным благам, создание которых полностью находится в зависимости от экономического потенциала, от созданного ВВП страны, цена этого блага проявляется через бюджет военного ведомства. Поэтому необходимо применять подходящую систему и инструментарием для управления бюджетными ресурсами, благодаря которой будет постигнуто повышение добавленной стоимости оборонительных способностей. Речь идет о финансовом менеджменте, который даст нам ответ на вопрос об источниках, планировании и контроле результативного израсходования бюджетных ресурсов на безопасность и оборону.

English Abstract: Strategic decisions about what defensive capabilities are necessary for our country in response to the dynamic changes in the security environment are directly dependent on the question: how much and what price should taxpayers pay for their creation and development. And since security and defense are related to public goods, the creation of which depends entirely on economic potential, on the country's GDP, the price of this good is manifested through the budget of the military department. Therefore, it is necessary to apply a suitable system and tools for managing budget resources, through which the added value of defensive capabilities will be realized. We are talking about financial management, which will give us an answer to the question of sources, planning and monitoring the effective expenditure of budget resources for security and defense.
