Abstract
Italian Abstract: La convinzione che le cooperative godano di elevate e ingiustificate agevolazioni fiscali è assai diffusa sia tra i policy maker che tra gli operatori economici. E sono in molti a ritenere che si tratti di privilegi ingiustificati che causano situazioni di concorrenza sleale e riducono il contributo delle cooperative alla formazione delle entrate pubbliche. Si tratta tuttavia di convinzioni che non sono mai state sottoposte ad una approfondita verifica empirica e che non tengono conto né delle caratteristiche di queste forme di impresa né della natura e della rilevanza quantitativa delle agevolazioni di cui godono. Il presente contributo attraverso un’analisi puntuale dei prospetti contabili di cooperative e spa cercherà di verificare la tenuta empirica di queste assunzioni. In particolare, esso terrà conto non solo delle imposte pagate sul reddito d’impresa, ma anche della tassazione sui redditi da lavoro dipendente, in modo da ricostruire l’intera pressione fiscale gravante su ciascuna forma d’impresa. Il calcolo della pressione fiscale sarà inoltre declinato per settore d’attività, area geografica e tipologia cooperativa allo scopo di rintracciare eventuali elementi di discontinuità/differenziazione.
English Abstract: The belief that cooperatives enjoy high and unjustified tax benefits is widespread among both policy makers and economic operators. And many believe that these are unjustified privileges that cause situations of unfair competition and reduce the contribution of cooperatives to the formation of public revenues. However, these convictions have never been subjected to a thorough empirical verification and they do not take into account the characteristics of these forms of enterprise or the nature and quantitative relevance of the benefits they enjoy. The present contribution, through a precise analysis of the financial statements of cooperatives and shareholder corporations, will try to empirically verify these assumptions. In particular, it will take into account not only the taxes paid on corporate income, but also the taxation on employee income, so as to reconstruct the entire tax burden on each enterprise form. The calculation of the tax burden will also be broken down by sector of activity, geographical area and cooperative type in order to trace any elements of discontinuity/differentiation.
