Il Progetto Europeo Come Motore Di Crescita E Il Confronto Con Gli Stati Uniti: La Politica Industriale Dopo Il 'Rapporto Sapir' (The European Project as a Growth Engine and the Comparison with the United States: The Industrial Policy After the 'Sapir Report')

Italian Abstract: Questo documento propone tre proposizioni per il futuro della politica industriale Europea, basate sulla discussione presente nel rapporto "Un'agenda per un'Europa in crescita" (Sapir at al, 2004)". La mia prima proposizione è che il divario di crescita tra gli Stati Uniti e l'Europa è realmente esistente, non è un artefatto statico, nonostante le considerazioni di Blanchard (2004) e altri. La pressione competitiva con le economie asiatiche, costringe l'Europa a reagire a tale divario nel breve termine. In secondo luogo, l'allargamento dell'Unione Europea offre un potenziale di crescita, al di là degli orizzonti ristretti del capitalismo nazionale negli Stati membri dell'UE. L'integrazione economica con i paesi dell'allargamento dovrebbe essere perseguita con fermezza e gli investimenti pubblici nelle infrastrutture, cofinanziati dai fondi strutturali dell'UE, aiuteranno. Questa politica, tuttavia, non è sufficiente a colmare il divario con gli Stati Uniti. In terzo luogo, suggerisco che una politica industriale europea non dovrebbe essere basata solo o principalmente sulla liberalizzazione del mercato dei prodotti. Un ingrediente di una politica industriale dell'UE dovrebbe essere una strategia a lungo termine per la politica europea degli appalti pubblici, non solo per le infrastrutture, ma anche per le industrie hi-tech. Questa politica avrebbe bisogno di una delegazione di fondi nazionali per le agenzie di spesa sovranazionali, guardando all'esperienza Us. Suggeriamo una riforma più radicale del bilancio UE come quella proposta da Sapir et al (2004).
English Abstract: This paper proposes three propositions for the future of European industrial policy, based on a discussion of the Report 'An Agenda for a Growing Europe' (Sapir at al, 2004). My first proposition is that the growth gap between Us and Eu indeed exists, it is not a statistical artefact, in spite of the considerations by Blanchard (2004) and others. The competitive pressure of Asian economies compels Europe to react to such gap in the short term. Second, the EU enlargement offers a growth potential, beyond the narrow horizons of national capitalism in the EU member states. Economic integration with the enlargement countries should be firmly pursued, and public investment in infrastructure, cofinanced by Eu structural funds will help. This policy, however, is not sufficient to fill the gap with the Us. Third, I suggest that a European industrial policy should not be based only or mainly on products market liberalization. An ingredient in an EU industrial policy should be a long term strategy for European-wide public procurement policy, not just for infrastructures, but for hi-tech industries as well. This policy would need a delegation of national funds to supranational spending agencies, looking at the Us experience. We suggest a more radical reform of the EU budget as the one proposed by Sapir et al (2004).
