L’Influenza Americana: Diagnosi, Terapia, Prognosi Di Una Pandemia Economica (American Influenza: Diagnosis, Therapy, Prognosis of an Economic Pandemic)

Abstract

Italian Abstract: Ottanta anni esatti dopo la Grande Crisi del 1929, il mondo riscopre di essere ancora una volta esposto a una pandemia economica e di avere bisogno urgente di rileggere testi di medicina troppo in fretta dimenticati. Questo lavoro commenta alcuni scritti recenti di economisti di vario orientamento, tutti pubblicati fra il 2008 e il 2009, e testimonia l’ intensità di questo processo doloroso di apprendimento. Non ho inteso rappresentare tutti i punti di vista. Inoltre, ho privilegiato la prospettiva degli Stati Uniti, perché la crisi ha origine, remota e prossima, principalmente in quel paese. Le vie di uscita saranno dibattute e decise lì, non in Europa, tanto meno in Italia, per quanto il contagio sia globale. In primo luogo, sono convinto che serva una diagnosi accurata della malattia. Come avrò modo di dire, non tutto ciò che è stato scritto in questi mesi è ugualmente convincente. Anzi, sono state proposte letture per molti versi fuorvianti, che occultano, invece di rivelare le radici e le dimensioni dei nostri problemi attuali. In secondo luogo, occorre distinguere fra terapie di breve-medio periodo, che sono indispensabili, e cambiamenti piu’ profondi che sarebbero necessari per evitare ricadute. Infine, occorre chiedersi come sarà il mondo dopo la crisi, e quali idee potranno aiutarci nel più lungo periodo, in un orizzonte che riguarda i prossimi decenni, non i prossimi mesi. English Abstract: Eighty years after the Great Crisis of 1929, the world is once again exposed to an economic pandemic and urgently needs to reread medical texts that are too quickly forgotten. This work comments on some recent writings of economists of varying orientation, all published between 2008 and 2009, and testifies to the intensity of this painful process of learning. I did not intend to represent all the points of view. In addition, I privileged the US perspective, because the crisis has its origins, remote and next, mainly in that country. The ways out will be debated and decided there, not in Europe, let alone in Italy, even if the contagion is global. In the first place, I am convinced that an accurate diagnosis of the disease is needed. As I will have so to speak, not everything that has been written in these months is equally convincing. Rather, readings have been proposed in many ways misleading, which are hidden, instead of revealing the roots and the dimensions of our current problems. Secondly, it is necessary to distinguish between therapies of short-medium term, which are indispensable, and more profound changes than they would be necessary to avoid relapses. Finally, we need to ask ourselves how the world will be after the crisis, and which ideas can help us in the longer term, in a horizon that concerns the next decades, not the next few months.
