최저임금 인상이 고용에 미치는 영향 (Employment Effect of Minimum Wage Increase)

Abstract

Korean Abstract: 최저임금은 저임금 일자리의 질을 개선하고 임금격차를 축소하는 효과를 가진다. 금년도의 대폭 인상에도 불구하고 최저임금 인상의 고용감소 효과는 크지 않다. 그러나 내년과 내후년에도 대폭 인상이 반복되면 최저임금은 임금중간값 대비 비율이 그 어느 선진국보다 높은 수준이 되어 고용감소폭이 커지고 임금질서가 교란되어 득보다 실이 클 수 있으므로 인상속도를 조절하는 방안도 고려할 필요가 있다.

English Abstract: The objective of a minimum wage increase is to improve the quality of low-wage jobs and to narrow wage gaps. The sharp minimum wage increase in 2018 has so far produced no significant declines in employment. However, if drastic increases continue in the next two years, the level of the minimum wage as a ratio to the median wage will exceed those in other advanced economies and employment growth will likely exhibit a large drop distorting the wage structure. Thus, an adjustment in the pace of minimum wage increases is required.
