Abstract

This slightly revised version of the 2006 article (which originally appeared in the Spring 2006 Parameters) argues that the serious prospect of significant shortfalls in fossil fuel production, and the security implications of such shortfalls, suffice to make it necessary for the U.S. to adopt as policy the goal of a fossil fuel-free economy by 2040. It also argues for the achievement of that goal through the expansion of renewable energy, and makes the case for substantial government action to that end, because of the goal's importance, but also because the long, massive and still ongoing subsidy of fossil fuels (and the nuclear sector) has so slanted the market in their favor.
