It shows that there is considerable scope for fiscal adjustment especially at the State and local levels. The study attempts to identify the sectors and activities in which the external assistance can be suitably leveraged to catalyze reforms. It also attempts to identify specific areas in which there is room for foreign direct investment that is needed to accelerate development.
