Abstract

Korean Abstract: 우리나라는 독일, 일본, 미국을 포함한 선진국과의 혁신 경쟁에 노출되어 있을 뿐 아니라 중국의 빠른 성장으로 인해 주력 산업의 성장이 이미 영향을 받고 있는 상황이다. 본 보고서는 우리나라 제조업의 경쟁력을 결정하는 중요한 요인임과 동시에 경쟁력 평가의 객관적 지표이기도 한 ‘생산성’에 주목하여 지난 20년간의 우리나라 제조업 생산성의 성장률 변화와 그 원인을 분석하고 시사점을 도출하였다. 특히 본 연구에서 생산성 성장 정체의 원인으로 주목하는 것은 업력이 낮은 신생기업의 생산성 성장률 둔화이다. 신생기업은 일자리 창출과 경제성장의 동력으로서의 역할을 한다. 하지만 종사자 수 10인 이상 국내 제조업 사업체를 대상으로 한 신생기업의 사업체 수 비중은 1995년 45%에서 2013년 28%로 크게 하락하였고 종사자 수와 부가가치 비중도 모두 하락하였다. 그 결과, 제조업 내 사업체들의 업력 자체가 높아지고 있는 현상이 지난 20년간 진행되어 왔다. 이러한 신생기업의 역할 감소는 제조업의 역동성이 저하되었다는 징후이고, 그로 인해 제조업 성장의 정체에도 영향을 주었을 것이라 예상된다. 여기서는 제조업 생산성 성장률에서 신생기업의 기여 정도를 분석하여 신생기업 비중 감소의 문제를 파악한다. 우선 통계청 「광업⋅제조업조사」의 사업체 단위 데이터를 이용하여 1995~2013년 기간 동안 우리나라 제조업 생산성의 성장률 변화를 측정하였다. 이를 위해 총생산요소 투입을 고정하였을 때 총산출의 변화를 총생산성 성장률로 정의하고, 개별 사업체의 기술적 생산성(technical efficiency) 변화와 사업체 간 자원재분배의 변화가 총생산성 성장률로 집계(aggregate)되는 방법을 적용하였다. 그 결과, 제조업 총생산성은 2004년도의 성장률 11%를 기점으로 이후 성장률이 하락하는 추세를 보이고, 하락의 주요 원인은 기술적 생산성 증가가 크게 하락하였기 때문으로 나타났다. 특히 글로벌 금융위기 이후 5년간 자원재분배 효과가 생산성을 높이는 방향으로 작용했음에도 불구하고 기술적 생산성 효과가 크게 하락하여 총생산성 성장을 저해하고 있다는 결과는 우리나라 제조업 사업체의 경쟁력 하락 현상을 보여주고 있다. 제조업 내 주요 산업별로 살펴보면 전체 생산성 성장률 하락과 유사하게 주로 기술적 생산성 효과의 하락으로 인해 생산성 성장률이 하락하는 추세를 보였다. 특히 산업경쟁력 강화를 위해 산업 구조조정의 필요성이 강하게 제기된 1차 금속, 기타 운송장비 산업의 경우 성장률의 하락폭이 커 후기에는 오히려 생산성이 감소하였다. 본 연구에서는 신생기업의 비중 감소가 제조업 생산성 성장률의 하락에 미친 영향을 분석하기 위해 신생기업을 업력 3년 혹은 5년까지의 젊은 기업으로 정의하였다. 신생기업이 제조업 총생산성 성장률에 기여한 부분을 측정하고 이를 신생기업 효과로 나타내었다. 분석 결과, 첫째 신생기업은 지난 20년간 부가가치 비중으로는 13%만을 차지하지만 전체 제조업 총생산성 성장률의 약 절반(48%)에 기여하고 있는 것으로 나타났다. 동일 기간 부가가치 비중이 평균 47%인 중소기업의 생산성 기여율은 36%로 나타났다. 둘째, 신생기업 생산성 성장률은 총생산성 성장률에 비하여 변동이 적고 경제위기를 포함한 경제침체기에도 생산성 성장률을 높이는 역할을 하였다. 셋째, 신생기업의 생산성 성장률이 최근 10년 동안 하락하고 있어 경제성장의 동력으로서의 역할이 축소되고 있는 것을 발견하였다. 연구의 결과로 신생기업의 생산성 성장률이 둔화된 것이 제조업 성장률이 하락한 주요 원인이 되었음을 보여주었다. 신생기업의 진입과 진입 후 초기 성장이 모두 정체된 결과는 제조업 생태계의 역동성을 통한 성장에 제약이 있음을 나타낸다. 특히 신생기업의 생산성 성장률이 낮아진 시기가 정부가 적극적인 창업지원정책을 시행하고 지원규모도 크게 늘린 시기에 해당하기 때문에 창업지원정책에 시사하는 바가 크다. 또한 첨단제조업의 생산성 성장률이 최근 급격히 하락하였고, 특히 신생기업의 생산성 성장률 하락이 그 원인이 된 것으로 밝혀졌다. 첨단제조업은 정보통신기술의 융합을 통한 제조업의 고도화⋅고부가가치화와 밀접한 관련이 있고, 신생기업의 진입과 성장의 제약은 미래의 성장률에도 영향을 줄 수 있는 중요한 사안이다. 따라서 현재 정부가 추진하고 있는 제4차 산업혁명과 관련한 정책이 실질적으로 신생기업의 진입과 성장에 도움이 되는 정책인지 점검할 필요가 있다.

English Abstract: The manufacturing industry has played a key role in Korea’s economic growth. As of 2013, the manufacturing industry contributed around 30 percent to the national GDP and 20 percent to national employment, both of which are high compared to other developed countries. However, despite maintaining high global competitiveness, there are serious concerns over the sustainability of the competitiveness. It is expected that, within a few years, the technology gap between Korea and China will close in major industries. Productivity is an important factor in determining the competitiveness of an industry. Applying plant-level data from the Mining and Manufacturing Survey and measuring the aggregate productivity growth of the Korean manufacturing industry over the past two decades, this study finds that aggregate productivity growth began slowing in 2004 and declined steeply during the past three years. It was also revealed that when aggregate productivity growth is decomposed into technical efficiency growth and resource reallocations, the decline in technical efficiency growth accounted for the majority of the slowdown. This study also examines the changes in the productivity growth of young plants. This study finds that the contribution of young plants to aggregate productivity growth is disproportionately large. Between 1995 and 2013, when young plants generated an average 13 percent of value-added, they contributed 48 percent to aggregate productivity growth. In comparison, small plants with less than 300 employees contributed an average 36 percent to aggregate productivity growth, which is less than their share (47 percent) of value-added. However, the share of young plants (younger than six years) in the total number of plants dropped from 45% in 1995 to 28% in 2013. Consequently, their share of value-added dropped similarly over the period. Productivity growth declined from 3.2 percent on average during the first half of the twenty-year period to 2.4 percent in the second half; and dropped to 1.5 percent in the last three years of the period. The results show that the decline in the productivity growth rate of young plants is associated with the slowdown in aggregate productivity growth. It was found that the lower growth rate of continuing young plants mainly contributed to the decline in young plants’ productivity growth. Over the last ten years, the Korean government has increased support for start-ups. The results suggest that the government should focus on identifying the challenges that young firms face and promote their growth.
