Thai Abstract: งานวิจัยชิ้นนี้ได้อธิบายถึงการเคลื่อนไหวของเครือข่ายประชาชนในลุ่มแม่น้าแม่กลอง (จังหวัดสมุทรสงคราม จังหวัดกาญจนบุรี จังหวัดราชบุรี) ในการต่อต้านนโยบายบริหารจัดการน้าของรัฐบาลยงิ่ ลักษณ์ ชินวัตร โดยศึกษาถึงการก่อเกิด การจัดตั้งองค์กร วิธีการระดมทรัพยากร ยุทธวิธีการต่อสู้ การสร้างวาทกรรมและพัฒนาการของขบวนการเคลื่อนไหวภายใต้เครือข่ายประชาชนในลุ่มแม่น้าแม่กลอง ที่การรวมตัวกันเพื่อต่อต้านนโยบายบริหารจัดการน้าตามงบประมาณ 3.5 แสนล้านบาทในช่วงรัฐบาลยงิ่ ลักษณ์ ชินวัตร เพื่อให้เห็นถึงความสัมพันธ์และความเชื่อมโยงของเครือข่ายในพื้นที่ลุ่มแม่น้าแม่กลอง และมุ่งเน้นรายละเอียดในพื้นที่จังหวัดสมุทรสงครามซึ่งเป็นพื้นที่หลักของงานวิจัยในส่วนการเลือกผลิตชุดวาทกรรมต่างๆเพื่อให้เป็นจุดรวมของขบวนการเคลื่อนไหว พร้อมทั้งให้เห็นภาพความเชื่อมโยงทั้งเครือข่ายที่มีอยู่ภายในและภายนอกจังหวัด เพื่อแสดงให้เห็นถึงความเชื่อมโยงจากในพื้นที่จังหวัดสมุทรสงครามไปสู่ภาพรวมของการเคลื่อนไหวทั้งลุ่มแม่น้าแม่กลอง โดยงานวิจัยชิ้นนี้จะเลือกใช้ทฤษฎีการระดมทรัพยากรและทฤษฎีโครงสร้างทางโอกาสทางการเมือง มาผนวกกับทฤษฎีกระบวนการสร้างกรอบวาทกรรมมาเป็นเครื่องมือในวิเคราะห์ เพื่อที่จะทาให้เข้าใจถึงฐานวิธีคิดและพลวัตของการต่อสู้ของขบวนการดังกล่าวได้อย่างเป็นรูปธรรมมากยงิ่ ขึ้น การศึกษาแสดงให้เห็นว่า ขบวนการเคลื่อนไหวในการต่อต้านนโยบายบริหารจัดการน้าในพื้นที่ลุ่มแม่น้าแม่กลองนั้น ถือว่าเป็นเครือข่ายที่มีความเข้มแข็งและประสบความสา เร็จขบวนการหนึ่ง ที่เกิดจากความสามารถในการขยายเครือข่ายเพื่อใช้เป็นพลังในการต่อรองกับรัฐบาลได้และนาไปสู่ความเข้มแข็งขององค์กรโดยมีฐานแนวคิดอยู่ที่ปัญหาความเดือดร้อนซึ่งเป็นเงื่อนไขที่สา คัญและจา เป็นทัง้ นี้ การก่อตัวและเติบโตของขบวนการเคลื่อนไหวในอยู่บนเงื่อนไขที่สา คัญ 3 ประการ คือ 1. การเกิดขึ้นท่ามกลางบริบททางการเมืองที่มีความขัดแย้ง 2. ความสามารถเชื่อมโยงกับเครือข่ายทัง้ ภายในและภายนอกจังหวัด โดยเครือข่ายเหล่านี้เคยมีปฏิสัมพันธ์ร่วมกัน 3. ความสามารถใน การระดมพลังมวลชน การขยายเครือข่าย ทั้งจากการต่อสู้ด้วยนิยามหรือวาทกรรม และสงิ่ ที่เกี่ยวข้องกับการระดมทรัพยากรได้แก่ คน เงิน แรงงาน กิจกรรมต่างๆในการเคลื่อน การกา หนดยุทธศาสตร์ เพื่อใช้เป็นเครื่องมือในการต่อสู้กับรัฐบาลและฝ่ายตรงข้าม

English Abstract: This research describes the movement of the people network in The Mea Klong river (Samut Songkram, Kanchanaburi and Ratchaburi) against The Yingluck Shinawatra government’s water management policy. To study the establishment of the organization, acquire the resources, battle strategy, creation of discourse and the development of movement process under the people network in Mae Klong river basin to unite to resist water management policy under budget 3.5 trillion baht. In addition to overview the relationship and connection of the people network in The Mea Klong river and focus on the details in Samut Songkram which is a major area of this research as well in selecting any discourses to be center of the movement. As well as to visualize the connection inside and outside of Samut Songkram into the overall movement of The Mea Klong river. This research will use the resource mobilization theory and the political opportunity structure theory combine with the theoretical framework of discourse analysis as a tool to understand the mindset and the dynamic of the struggle of the movement. This research reveal the movement against water management policy in The Mea Klong river is a strong and successful movement resulting from the ability to expand the network to use as leverage in negotiation with the government and lead to the strengthening of the organization under concept of troubles which is a critical and necessary. The formation and growth of the movement in a crucial condition on three reasons. 1. The emergence among the political conflict. 2. The ability to link to the network both inside and outside the province that has interacting together. 3. The ability to enforce the people power, expand the network from fight with the definition or discourse and things related to acquire the resources including people, money, labour, activities in the movement and strategic planning to be used as a tool to fight against the government and its opponents.
