Abstract

The paper presents collection of the following materials. We propose definitions of “Left” (left liberal) and “Right” (conservative, classical liberal) politician - which we’ll need for further analysis. The R&D spending structure statistics shows the business contributes more than Government in R&D, while the Government generally dominates in universities R&D funding. The last piece is the short case study (time line of the reprisal for purely scientific research - Hall, Tabachnikov, 2017). The reprisal is interpreted as an example of fight of bureaucrats and Left politicians: for seizure of discretionary power by bureaucrats and political base extension and consolidation for the “Left” politicians.
